Municipal Old Age Centre: 71697 Sebokeng
The petitioner alleges that they have been given a lease by Emfuleni Municipality up until 2011 December and it was further extended with another three years, this was done verbally.
The petitioner alleges that they don’t have proper sanitation, electricity and running water. The petitioners and Emfuleni Municipality were invited on the hearing of the 14-15 September 2013.
The petition was tabled on the hearing of the 19 February 2015.
The municipality reported that they were still waiting for the land to be transferred from Sedibeng. Undertook to provide temporary services to petitioners. The municipality committed to engage with Eskom on the issue of electricity.
The rapporteur held a meeting with Emfuleni, Sedibeng and Eskom. Sedibeng district committed to fast track the issue transferring the land.
The petition was tabled at the external hearing in Evaton, Mafatsane hall on 18th September 2015. The petitioner confirmed that water and electricity box has been installed, however only there is no electricity connection to the box. Land transfer is still outstanding, as Emfuleni explained that they only received funds for transfer purposes only in March 2015. The petitioners then requested for a temporary letter confirming permission by Emfuleni for the land use (short term lease).
The mayor was subpoenaed to an internal hearing on the 12th May 2016. The Mayor committed to Fastrack the petition by including it in his special programme. All issues raised in the petition will be dealt with.
A sight visit was conducted on the 07th November 2016. The only outstanding issue is the connection of electricity and transfer of land. Follow- ups were made between December 2016 and February 2017. A second sight visit was conducted, and it was discovered that the only outstanding issue is the connection of electricity.
(Municipal By-laws) Unlawful Operation of Liquor Outlets: Boipatong
The petitioner alleges that there are two liquor outlets in their area which are operating not in accordance with statutory requirements for liquor outlets.
The petition was referred to the Department of Economic Development for consideration and response.
Subsequent to the referral, a follow up letter was sent on the 29th August 2013.
The petition was also tabled and discussed in the hearing of the 22nd October 2013 where the Gauteng Liquor Board presented a report but the report was not accepted by the committee. It was therefore resolved that GLB should submit a comprehensive report after conducting thorough investigations within 21 working days from the date of the meeting.
The department submitted a report and it was given to petitioners. Petitioners dispute the content of the report.
(Municipal By-laws) Speed Control measures: Old Johannesburg Road
Springcol, Vereeniging
The petitioner alleges that Old Johannesburg Road are busy and vehicles tend speed resulting in many car accidents as a result of lack of speed control measures. The petition was referred to the City of Johannesburg and Department of Roads and Transport on the 10th October 2013 for consideration and response.
Follow up letter was sent on the 03 March 2014
A site visit was conducted on the 07th November 2016 where it was discovered that it was a provincial road.

Community Safety/Health Absorption of Safety Patrollers: Sedibeng Clinics:
Mr. Andrew Mkonto
The petitioner is Mr. Andrew Mkonto, an adult male, who resides at 1891 Tshepong Proper, Phase 02, Ironside, submitting this petition on behalf of the Safety Patrollers Initiative Programme.
The petitioner alleges that they are a group of patrollers who were approached by nurses at the Sedibeng District Clinics (Tshepong, Bible School and Eatonside) to safeguard and protect patients, staff and the buildings due to lack of security at the clinics.
He also alleges that they were not paid, given uniform or safety equipment in order to effectively carry out their duties.
He further alleges that they wrote a memorandum to the Department of Health requesting to be absorbed by the department so that they can be provided with the necessary equipment to safeguard the clinics around Sedibeng but they did not receive a response.
Furthermore, he alleges that crime is rife around the clinics and that it would be beneficial for the department to partner with them and employ their patrollers in order to safeguard the clinics.
Community Safety Victimization and Abuse: Evaton Police Station
Evaton West, Sedibeng.
The petitioner is Mr. Aaron Gulashe, an adult male who resides at 6425 Ext.05, Evaton West, Sedibeng. He alleges that he has been subjected to victimization and abuse by the police officers of Evaton Police Station who have assaulted, robbed and pointed a gun at him.
He states that this began in 1999 when his wife had an affair with one of the police officers of the said Police Station. As a result, he alleges that he confronted the police officer about the affair, but he assaulted him and influenced his colleagues to terrorise him.
He then attempted to open a case of assault against the perpetrator however, he was tortured by other police officers who stole his dockets each time he opened a case against any of them. He further alleges that he reported the matter to the Independent Police Investigative Directorate (IPID) as well as the Public Protector but did not receive assistance. The petition was referred to the Gauteng Department of Community Safety for investigation and reporting and to the Portfolio Committee on Community Safety for oversight on the 21st May 2015.

Banned Health Reports: The petitioner is Mr. Robert Sekete, an adult male, who resides at 76/59 Bouwdry Road, Small Farms, Evaton, submitting this petition on behalf of the owners of Early Child Development Centers (ECDs) in Evaton. The petitioner alleges that the ECDs in their area were operating with health reports obtained from municipalities as opposed to health certificates which enabled them to receive funding from the Departments of Health and Social Development. However, he alleges that the Emfuleni Local Municipality banned health reports and informed ECDs that as of April 2017 only health certificates will enable ECDs to receive funding.
The petitioner alleges that their ECDs do not have health certificates as there are health requirements that they still need to fulfil in order to qualify for health certificates. He further alleges that they feel discriminated against as they were not informed in time that health reports would be banned and that they would need to obtain health certificates in order to qualify for funding. Furthermore, he alleges that the health reports were banned only in Emfuleni and that the ECDs which fall under the jurisdiction of Lesedi and Midvaal Local Municipality still use health reports to qualify for funding. He further states that they have on a number of occasions engaged the municipality and the departments of health and social development but were informed that the decision stands. The petition was referred to Emfuleni Local Municipality (GDoH) for investigation and reporting and to the Portfolio Committee on CoGTA & Human Settlements for oversight on the 29th May 2017.

Municpal/COGTA Breach of Promise: EPWP Workers
The petitioner is Ms. Aletta Mmamoetinyana, an adult female who resides at 258 Aphane Street, Evaton North, Vereeniging. The petitioner alleges that she was part of a group of approximately 400 EPWP workers who joined Emfuleni Local Municipality in 2008. She also alleges that their employment contracts were initially for one (1) year but were informed towards the end of the programme that they would be absorbed. She states that the municipality had committed that they would absorb 75 employees each financial year starting in 2010 until all 400 were permanently employed by the municipality.
The petitioner further alleges that only 210 of the initial 400 employees have been employed by the municipality and that since 2013 none of the outstanding 190 EPWP workers were absorbed. Furthermore, the petitioner alleges that they raised the matter with the municipality and were informed that the employment process would resume in 2014 but to date none of them have been employed The petition was referred to Emfuleni Local Municipality for investigation and reporting and to the Portfolio Committee on CoGTA & Human Settlements for oversight on the 09th February 2017.

Shifting of Water Meter & Electricity Box: Sebokeng
The petitioner is Ms Elizabeth Mmako, an adult female residing at 1112 Zone 6, Extension 2, Residesia, Sebokeng. The petitioner alleges that she received a complaint from her neighbor indicating that her gate was on their premises. Following the complaint received from her neighbour, the Emfuleni Local Municipality instructed her to close the gate and move it to the other side of the yard. However, the petitioner alleges that they are unable to move their gate adjacent as there is a water meter and an electricity box in front of her yard.

Health/COGTA Request to be Integrated in the Department of Health: Emfuleni
The petitioner is Mrs. Elina Mawelela, who resides at 4190 Zone 12 Mangena Street Sebokeng, submitting this petition on behalf HIV/AID Educators. The petitioner alleges they are HIV/AIDS Educators since 2018 and have signed one-year contracts. In 2018 September they met with Sedibeng officials and the two MMC for health portfolio to put they case. they were promised a response which was never provided. Further alleges that they are paid by different service providers up until last year when they where paid by Emfuleni Municipality.
The petition was referred to the Emfuleni Local Municipality and the Gauteng Department of Health for investigation and reporting and to the Portfolio Committees on CoGTA & Human Settlements and Health for oversight on the 08th February 2020.

Education/Infrastructure Handover of Former Primary School: Jengrac College
The petitioner is Dr. Cornelius Mofokeng, an adult male who resides at 06 Attie Fourie Street, Vanderbijlpark. The petitioner alleges that he has a college referred to as Jengrac Technical College which is registered with the Department of Higher Education that provides technical skills as well as development to the community of Sebokeng.
He further alleges that the college is currently operating from a former (closed) primary school which is located at 3641 Lewetse Street, Zone 13, Sebokeng. This college, he states, has been operating since 2012 and community members have never had a problem with its operations. As such, he resolved in August 2012 to lodge a formal request with the Department of Infrastructure Development to lease the school with the prospects of ownership in future. However, he alleges that he has to date not received a response even after making a formal application in 2019 hence he requests for the urgent intervention of the Petitions Committee.
The petition was referred to the Gauteng Department of Infrastructure Management and the Gauteng Department of Education for investigation and reporting, and to the Portfolio Committee on Infrastracture Portfolio Committee on Education for oversight on the 11th August 2020.
