COMMITTEES

Due to the variety of issues that fall within the responsibility of the Legislature; different Committees are set up, which deal directly with specific issues.

This ensures that all issues affecting Gauteng receive the Legislature’s attention.

Committees of the Legislature are established in terms of Section 116(2)(a) of the Constitution of the Republic of South Africa, Act 108 of 1996 read with the Rules and Orders of the Legislature.

It is at Committee meetings that all robust debates on issues take place; and where real oversight work and the investigative role of the Legislature are put into practice.

Types of Committees of the Legislature

The Legislature has Standing Committees which are House Committees responsible for internal matters and Portfolio Committees established to oversee government portfolio departments.

Standing Committees include Rules, Oversight Committee on the Premiers Office and the Legislature (Ocpol), Standing Committee on Public Accounts (Scopa), Privileges & Ethics, Committees on the Scrutiny of the Subordinate Legislature (Cssl), and the Petitions Standing Committee (PSC).

There are also Portfolio Committees named after each Gauteng Provincial Department, and with a duty to hold accountable that Department after which it is named.

Another category of Committees exists, Ad-hoc Committees – which may be established, by resolution of the House or the Speaker’s decision, to deal with special tasks.

Each Committee is led by a Chairperson and every political party in the Legislature is represented in it. This ensures that the views of all political parties are represented on issues that the Legislature deals with.

In their course of duty, Committees:

  • Deliberate and make recommendations on bills;
  • Call government department to account on police and system matters (in relation to service delivery);
  • Conduct Public Hearings; and
  • Conduct oversight visits.

Committee meetings are generallyopen to the public.  Only in some circumstances may the Chairperson order a Committee meeting not to be open to public.

About the Committee

The Rules Committee enforces Legislature’s Standing Rules in the House and in Commitees. It prepares and adjusts the GPL’s annual programme, monitors its implementation, and decides how all GPL Committees are constituted.

It ensures the proper debating of Committee reports in the House and relays matters of Provincial concern to the NCOP, which are discussed nationally.

It submits the GPL’s programme to the NCOP for planning and negotiates on the GPL’s behalf in planning processes in the NCOP.

  1. Committee on the Scrutiny of Subordinate Legislature (Cssl)  

Chairperson: Matshidiso Mfikoe

Born in Alexandra, Hon. Mfikoe was a student activist I the 1980s, and later went on to join the ANC Youth and Womens Leagues.

Her long political career has seen fulfil some significant roles, including PR Councillor, Member of the Mayoral Committee (MMC) for Health, Public Safety, EISD, and Finance in the City of Johannesburg (COJ), and Member of Parliament (MP) among others. As a Member of the Gauteng Provincial Legislature, she has previously served in Committees such as CSSL, Health, Roads & Transport, and Economic Development.

About the Committee

The Committee deals with Provincial Bills and other Provincial matters that are referred to it by the Speaker or the House. It also deals with National Bills and other national matters submitted to the committee by the Speaker. It serves to maintain oversight on Members of the Executive Council and departments in fulfilling their responsibilities including the implementation of legislation. The Committee ensures that the law-making and oversight processes of the Legislature prioritize public interest.

Hon. Mekgwe’s long political career dates to days of the Congress of South African Students (COSAS) and SAYCO.

When the Ekurhuleni Metropolitan Municipality was established, she was elected as a ward councillor as well as the Speaker of the Ekurhuleni Metropolitan Municipality Council from 2001-2006.

Since then she’s served as Executive Mayor of Ekurhuleni Metropolitan Municipality, Gauteng MEC for Health and Social Development, MEC for Local Government and Housing, and Speaker of the Gauteng Legislature, among other roles.

About the Committee

The Committee scrutinizes the Legislature’s budget and Annual Report, assesses the successes and failures of the Legislature in fulfilling its mandate to support MPLs in performing their duties, scrutinizes the administration of the Premier’s Office and scrutinizes the Annual Report of the Premier’s Office. This is to improve oversight over the Executive and foster accountability.

Chairperson: Honourable Vuyiswa Jentile

Hon. Jentile is one of the few emerging millennial elected representatives in the Legislature. Like many of her seniors, her activism is rooted in various student, youth and civil society movements. She has served as SASCO Deputy Chairperson of SASCO in VUT, SASCO Convener in Sedibeng, PEC Member, Gauteng’s first female SASCO Chairperson, Deputy Chairperson of ANC Youth League at Albert Nkutha, and is current ANC Youth League Deputy Convener.

She has also served in the Gauteng PTT, ANC Women’s League’s REC, and the Gauteng Youth Advisory panel for the 6th Administration MPL.

About the Committee

The Petitions Committee derives its mandate from the Petitions Act 5 of 2002. The Committee exists to ensure the orderly resolution of grievances of Gauteng residents. It seeks to ensure the realisation of the Citizens’ Constitutional right to efficient service delivery and participation by Citizens in matters of governance of the Province they call home – Gauteng.

Honourable Nomvuyo Mhlakaza–Manamela’s political activism has seen her serve in many civil and political structures.

In the early years of her political activism, she joined student and youth movements such as the Gauteng Young Women’s Network (YWN), the South African Student Congress (SASCO), the Gauteng Province Young Communist League, the South African Communist Party of Gauteng, the ANC Youth League’s NEC, NTT, and several others.

About the Committee

The Committee consists of the Deputy Speaker, the Leader of Government Business and a member of each party represented in the Legislature. It oversees the implementation of the Code of Conduct and Ethics and investigates charges of breach of privilege and contempt against MPLs. It also considers reports of the Integrity Commissioner and acts on them when it is appropriate to do so.

Honourable John Moodey founded an Eldorado Park rate payers’ association and served in its executive for years.

In 1996 he joined the DA and in 1998 he was elected as the Chairperson of its Florida branch.

Since then he has served as a DA Councillor for Ward 70 in Florida Johannesburg, Chairperson of the Johannesburg DA Councillors, DA Vice-Chairperson for the Gauteng South Region, DA Provincial Leader, DA’s Caucus Leader in the GPL, and several other roles.

He has also served in GPL Committees including Public Transport, Roads & Works, Community Safety, and OCPOL.

About the Committee

Scopa is a critical element in the Legislature’s efforts to ensure government transparency – through rigorous examination of Government Financial Statements and reports of the Auditor General (AG). Scopa oversees the work of stakeholders such as the Office of the Auditor General, Gauteng Treasury and Provincial Government Departments, Local Governments and other public entities to ensure efficient financial management, accountability and performance.

Born in Soweto, Honourable Thulani Ndlovu was introduced to the Congress of South African Students (COSAS) and the ANC Youth League in the early 1990s.

The Committee exists to ensure that the Gauteng Department of Co-operative Governance & Traditional Affairs (CoGTA) supports municipalities to create an enabling environment for economic growth. it holds the Department accountable for providing support to and strengthening municipalities in terms of Section 154 of the Constitution. Chairperson: Honourable Bandile Masuku

Qualified Medical Doctor, Honourable Dr Bandile Masuku, has served as Head of the Clinical Unit in Obstetrics & Gynaecology at the Thelle Mogoerane Regional Hospital, before being seconded as Advisor to the Head of Department of Health in Gauteng. He worked as a Senior Medical Officer in Obstetrician & Gynaecologist at Pholosong Regional Hospital and then Chris Hani Baragwanath Academic Hospital, the largest hospital in the Southern Hemisphere. He obtained his fellowship from Colleges of Medicine of South Africa (CMSA) in 2014, which qualified him as a specialist in Obstetrics & Gynaecology.

As public servant he has served in the ANC NEC Sub-Committee on Health & Education, the ANC Task Team on the National Health Insurance (NHI), and the PEC of the ANC Gauteng Province.

The Committee ensures that the Gauteng Department of Community Safety promotes a safe and secure Gauteng Province. It holds the Department accountable for improving the quality of policing, deepening meaningful community participation, enhancing social crime prevention, fostering integrity, initiating and sustaining sound and supportive institutional arrangements, promoting pedestrian safety, intensifying traffic law enforcement, and creating a safer road environment.

Chairperson: Honourable Boitumelo Letsoalo

Honourable Letsoalo joined the ANC Youth League after completing his secondary education and joined SASCO and the YCL in university. He led in all three structures at university and beyond.

A qualified Legal Practitioner, he has served as a Legal advisor to the Deputy Minister of Health, facilitated Legal advisory to the ANC Provincial List Committee, consulted as a Legal Technical Officer at MCC/SAHPRA,and ran a Private Legal Practice from 2015 to 2019.

He has also served as a member of the Provincial Executive Committee (PEC) of the ANC in Gauteng.

Honourable Tlebere has previously served as the ANC’s Sedibeng Regional Executive Committee Member, and as the Secretary of the ANC Futheli Ledula Branch.

She has fulfilled several roles in the ANC Women’s League including Regional Secretary, RTT Coordinator, and Branch Executive Committee Member.  

She also served as the Branch Deputy Secretary of Nehawu in the Office of the Premier.

Under the Gauteng ANC Youth League Provincial, she previously served in the Executive Committee, the Sedibeng Regional Executive Committee, and as the Branch Secretary, Futheli Ledula Branch.

She was also a Non-Executive Board Member of the National Youth Development Agency, and was also in the Gauteng Youth Commission.

The Committee oversees all the work of the Gauteng Department of Sports, Arts, Culture & Recreation to ensure the efficient implementation its mandate. This includes: developing and nurturing young sport and artistic talent to ensure a pool of talented people for competitive and major events; preserving the heritage resources and promotes National Days and symbols; supporting competitive and major sports, arts and cultural events; providing library support services by establishing and maintaining community libraries, and providing accessible records to preserve Gauteng’s history.

Honourable Chokoe holds a PhD in Agriculture & Animal Science from the University of Limpopo. He also went through the OR Tambo School of Leadership and holds a Certificate in Politics from ANC Gauteng’s Walter Sisulu School of Leadership.

In addition to the long list of roles that he has fulfilled as a public servant, his illustrious professional resume includes stints as a Chief of Staff in the Ministry of Agriculture Land Reform & Rural Development; as well as Senior Scientist Manager: Genetics Resources; Scientist Manager: Farm Genetics Resources; and Deputy Director: Genetics Resources at the Department of Agriculture.

The Committee oversees the work of the Gauteng Department of Human Settlements to ensure the delivery of shelter to the People of Gauteng. It ensures that the Department builds sustainable communities and gives communities access to affordable housing within targeted precincts. The Committee holds the Department accountable for delivering a mixture of housing products to suit Gauteng’s low, middle, and high income earners.

It also initiates laws governing the provision of human settlements in the Province.

Honourable Mulder joined the former Conservative Party of Dr. Andries Treurnicht in 1983 and the Freedom Front Plus (FFP) in 1994 where he served as Regional Leader in the West RandIn 1999 he was elected as the FFP’s Gauteng Provincial Secretary and served as party leader from 2004 to 2023.

He also served in the National Executive Committee and as representative on the party’s Federal Council of Gauteng.

He served in the Third and Fourth Gauteng Legislature as an elected public representative, and National Parliament in the Sixth administration.

The Committee facilitates effective and value-adding oversight, legislation and public participation in the work of the Gauteng Department of Agriculture and Rural Development. It exists to ensure that Department delivers its mandate of transforming agri-food value chains, and ensuring sustainable development for healthy, food secure, integrated, smart and developed urban and rural communities in Gauteng. It holds the Department accountable for modernizing and transforming the agri-food value chain, sustainable environmental management and development of urban and rural communities, inclusive participation in the commercial agri-food value chain, promoting food security, and promoting the One Health System.

At the provincial election held on 8 May 2019, Honourable Mbali Hlophe was elected to the Gauteng Provincial Legislature (ANC) as an ANC representative and was sworn in as an MPL on 22 May 2019. Hon. Hlophe was appointed MEC responsible for the provincial Department of Sport, Arts, Culture and Recreation 29 May 2019.

In her portfolio, Hon. Hlophe’s key responsibilities include ensuring equitable access to sports and recreational facilities and creating opportunities for communities, whilst promoting social cohesion through sport, arts, culture, and recreation.

Honourable Anton Alberts was a Member of Parliament since 2009 and served in the Parliamentary Portfolio Committee on Trade & Industry.

As a Member of the Gauteng Provincial Legislature since 2019, he served in Committees including Education, OCPOL, Roads & Transport Committee and Economic Development.

He has enjoyed a long and rewarding career as a legal practitioner and as public servant – where he made landmark contributions into legislation.

His illustrious career includes landmark feats as a lecturer in Criminal, Corporate & International Law at Technikon SA and Rand Afrikaans University (RAU), acting as Head of Legal Affairs for M-Net among others.

The Finance Committee oversees the work of the Gauteng Treasury and ensures sound financial practices and good governance. Born in Soweto, Honourable Thulani Ndlovu was introduced to the Congress of South African Students (COSAS) and the ANC Youth League in the early 1990s.

He served in the executive committees of many student and youth formations including those of the ANC Youth League. Among these are roles such as the ANC’s Isandlwana Branch Treasurer, ANC Youth League Branch Chairperson, ANC Youth League’s Alexander Zonal Chairperson, ANC’s Isandlwana Branch Secretary, ANC’s Alexander Zonal Secretary,

Gauteng ANC Youth League Provincial Task Team, and the Gauteng ANC Youth League Provincial Working Committee.

About the Committee

The Committee ensures that Gauteng Department of Infrastructure implements the Provincial Government’s capital expenditure budget and other infrastructure projects that use sole or joint GPG financial investments. It ensures that the Department maximises the social and economic benefits of GPG’s property portfolio. It ensures that the Department implements BBBEE policies and preferential procurement in line with approved targets. It is exists to curb all fruitless and wasteful expenditure in the Province’s infrastructure development projects that are managed by the Department.

Honourable Gregory Schneemann’s became a founding Member of the Democratic Party (DP) in 1989.

In 1995, he joined the ANC and was a candidate in Local Government Elections.

In 1999, he was deployed to National Parliament and served in Committees including Housing, Transport, Joint Budget Committee, Communications and Police. He also served in several roles including Whip of the Police and Communications Committees and Chief of Staff for the Minister of Labour.

He was also Chief of Staff for the MEC Human Settlements, Urban Planning & COGTA.

The Committee holds the Gauteng Department of Roads & Transport accountable for ensuring that there is improved mobility and accessibility in Gauteng. It ensures that the Department develops transport and socio-economic infrastructure that helps residents participate meaningfully in economic and social activities. Ultimately, the Committee aims to ensure that Gauteng has an integrated, sustainable infrastructure that promotes people-centred, innovative and an accessible, safe and affordable movement of people, goods and services.
