Led by Chairperson, Honourable Kedibone Diale, the Gauteng Provincial Legislature’s Portfolio Committee on CoGTA and Human Settlements will on Thursday, 22 April 2021, convene a public hearing on the Local Government: Municipal Systems Amendment Bill [B2B-2019].
These amendments are aimed at addressing disparate human resource (HR) practices in municipalities.
The proposed amendments seek to:
- Make further provision for the appointment of municipal managers and managers directly accountable to municipal managers;
- Determine timeframes within which their performance agreements must be concluded; Make further provision for the evaluation of their performance;
- Bar these municipal managers and managers directly accountable to municipal managers from holding political office in political parties;
- Regulate employment of municipal employees who have been dismissed and provide for the Minister to make regulations relating to the duties, remuneration, benefits and other terms and conditions of employment of municipal managers and managers directly accountable to municipal managers.
