INFRASTRUCTURE DEVELOPMENT & PROPERTY MANAGEMENT COMMITTEE ENGAGES STAKEHOLDERS ON THE PPPFA COURT RULING’S REGULATION IMPLICATIONS
The Legislature’s Portfolio Committee on Infrastructure Development will host a Stakeholder Engagement session to discuss and explore solutions regarding the implications of the Constitutional Court Ruling on the Preferential Procurement Policy Framework (PPPFA).
In February 2022, the Constitutional Court declared the 2017 Preferential Procurement Regulations invalid, which could have serious implications on the development and sustainability of Historically Disadvantaged Individuals and Small, Medium, & Micro enterprises (SMMEs) in the public sector procurement system.
The purpose of the session is not to challenge the Constitutional Court’s ruling, but to gain understanding on the implications of the Court ruling, and to discuss the empowerment of SMMEs in the construction sector.
The session will further open a platform for SMMEs to make inputs and for the Department of Infrastructure Development to present its current programmes to support SMMEs in construction.
