Speaker Ntombi Mekgwe hosts Gauteng Premier David Makhura for the annual State of the Province Address (#GPSOPA22) at the Brixton Multipurpose Community Centre at 10:00 on Monday, 21 February 2022. The Premier’s address will cover the political and socio-economic state of the Province as well as Gauteng Government’s service delivery commitments for the year ahead.
This event is the main ceremonial event of the Parliamentary calendar as demanded by Rule 14 of the Standing Orders of Gauteng Legislature, that the Premier must deliver a State of the Province Address before the Legislature and the people of Gauteng at the first sitting of every year. Just as His Excellency President Cyril Ramaphosa presented the South African National Government’s plan for the year ahead to Parliament and the nation during his State of the Nation Address, #GPSOPA22 is the presentation of the Gauteng Provincial Government’s service delivery plan for the year ahead. It provides a platform for Premier to highlight the GPG progress (from previous SOPA) and plan of action (current year). It will also be used to highlight the achievements at the mid-term milestone for the current administration.

The Governance of Gauteng
The governance of Gauteng lies mainly with two institutions – Gauteng Provincial Government (the Executive branch or Government) and Gauteng Provincial Legislature (the Legislative branch) – reflecting the national system which formally separates powers. Gauteng Provincial Legislature’s primary role is to oversee the work of the executive (oversight role) as called for by the Constitution. Bills and Laws may also be initiated by Government, GPL is exclusively responsible for passing the laws. While carrying out its duties, Legislature is obliged to consult with the people of Gauteng. Legislature is headed politically by the Speaker and administratively by the Provincial Secretary.
Gauteng Provincial Legislature is made up of [currently 73] Members of the Provincial Detailed from five political parties which were elected in provincial elections by the people of Gauteng. Oversight work happens in House Committees. The Legislature reflects the somewhat unique South African system which combines parliamentary and presidential systems.
Gauteng Provincial Government is headed by a Premier and is headed by Government Departments which are overseen by Members of the Executive Council (MECs). The Premier is appointed by the Legislature at the beginning of a new term of office and, in turn appoints MECs who then constitute a provincial cabinet. MECs oversee the different administrations or Departments that are responsible for particular functions. The Executive is responsible for ensuring that government policy is formulated and implemented and service delivery priorities are implemented.
The Venue
The Brixton Multipurpose Community Centre, where this year’s address will be given, has been declared a precinct of the Gauteng Provincial Legislature in terms of Section 2 of the Powers, Privileges & Immunities of Parliament and Provincial Legislatures Act 4 of 2004. Once declared, the Act applies as if the premises were the original seat of the Legislature for the duration of the event.
